Declaration of Competency for Unregistered Electrical Contractors and Electricians

The SBSH is pleased to announce the publication of the new LABSS Declaration of Competency for Unregistered Electrical Contractors and Electricians.

This form is now an editable PDF and provides a Declaration of Competency for undertaking and verifying electrical installation work carried out by unregistered electrical contractors or electricians for domestic electrical work only.

This is required to demonstrate compliance with the relevant Mandatory Standards of the Building (Scotland) Regulations 2004 applicable for the electrical work undertaken where work has not been completed by an Approved Certifier registered in a Certification of Construction Scheme (Electrical Installations to BS 7671) or a contractor registered with NAPIT, NICEIC or SELECT (or an equivalent organisation with appropriate UKAS accreditation) and who holds certification or has been assessed for electrical installation work.

Explanatory Note:

The original declaration form was developed as part of the equivalence guidance specifically for domestic electrical installations, with the primary aim of addressing inconsistencies in verifier approaches to “reasonable inquiry” and competency assessment in that context. The revised form therefore retains this established scope at present.

At this stage of the equivalence guide review, the updated declaration has been introduced for domestic applications only. This reflects both its historical use and a proportionate, risk-based approach to implementation. However, it is recognised that the underlying principles may have broader applicability.

On this basis, it was agreed that the revised form would initially be implemented for domestic applications, with the potential for wider use to be explored through further discussion with CTWG, SELECT, and CERTSURE. The equivalence guide remains under review, and any extension to include non-domestic work will be considered as part of that process.
